Sometimes it is best to uninstaller a problem program in Safe Mode. Unfortuently anything that requires MSI to uninstall will not work in Safe Mode as the correspodning service has not been started.
SafeMSI.exe is a quick file that can be run to enable the correct service after which you can uninstall the problem program.
